Job Description
The Ventura Regional Sanitation District (VRSD) is an independent, non-tax supported, public waste management agency that provides services to the county, cities, special districts, and other organizations, throughout Ventura County. VRSD is comprised of about seventy five employees and provides environmentally safe disposal of solid waste, effective treatment of wastewater, and reliable delivery of potable and recycled water.
VRSD is seeking an experienced professional with outstanding judgment, leadership skills, and integrity, who will serve as the Water/Wastewater Operations Supervisor providing service to Triunfo Sanitation District/Oak Park Water Service.
The current Water/Wastewater Operations Supervisor annual salary range maximum is $99,144. Additionally, VRSD offers a generous health and benefit package. VRSD's retirement is provided by Ventura County Employees' Retirement Association (VCERA), which offers reciprocity with CalPERS and some other public retirement systems.
DEFINITION:
Under direction, plans, organizes and supervises District water/wastewater services including mechanical maintenance and repair, painting and coatings, wastewater treatment, water distribution, and collection systems services.
DISTINGUISHING CHARACTERISTICS:
The Water and Wastewater Operations Supervisor is a supervisory level class responsible for overseeing various aspects of the District's water and wastewater services. These services may include water distribution systems, wastewater treatment, collection systems, mechanical maintenance and repair, construction, and painting and coatings services through subordinate staff. The Water and Wastewater Operations Supervisor may be assigned to geographic or specialized service functions. This position is distinguished from the Water and Wastewater Operations Superintendent by the latter's overall responsibility for coordination and direction of all water and wastewater facilities and daily operations.
SUPERVISION RECEIVED:
This position receives direct or general supervision from the Water/Wastewater Operations Superintendent.
SUPERVISION EXERCISED:
The Water/Wastewater Operations Supervisor exercises direct and indirect supervision over assigned operations and/or maintenance staff.
ESSENTIAL FUNCTIONS:
Duties may include, but are not limited to, the following examples.
- Supervises, schedules, and evaluates operations and/or maintenance activities through subordinate staff.
- Develops schedules and methods for performing assigned duties; maintains appropriate work records and documents which includes timesheets, and work orders; prepares statistical and/or analytical reports on technical services operations as necessary.
- Participates in the selection and training of personnel; assumes responsibility for motivating and evaluating assigned personnel; provides necessary training; initiates disciplinary procedures as is appropriate.
- Develops and implements special projects, operational changes and new programs; meets regulatory changes and utilizes related technological advancements.
- Prepares reports, procedures and other technical materials; proposes, presents and justifies divisional programs, projects, and services; develops a strategy and work plan for the successful achievement of objectives and goals.
- Prepares preliminary budget requests; monitors and reports on expenditures; assists in the development of and monitors performance against annual budgets; participates in the forecast of necessary funds for staffing, materials and supplies; discusses and resolves budget issues with appropriate staff; implements adjustments as necessary.
- May perform operational, mechanical, or electrical maintenance activities depending on the supervisor's area of expertise; troubleshoots process and equipment problems.
- Coordinates work between units to ensure operational needs are met; coordinates with internal and external customers to provide technical advice, develops/prioritizes budget requests and other such matters.
- Implements and ensures safe work practices and policies appropriate for unit operations; provides for safety training and required reporting.
- Backfills Water/Wastewater Worker activities; water distribution systems, wastewater treatment, collection systems, mechanical maintenance and repair, construction, and painting and coating services.
- Performs other related duties as requested.
MINIMUM QUALIFICATIONS:
Experience:
- Three (3) years of increasingly responsible experience in the operation, maintenance, mechanical or electrical repair of wastewater treatment facilities and/or water production/delivery.
Education:
- High school diploma or equivalent.
License/Certificate:
- Possession of valid Grade III Water Distribution Operator Certification issued by the California Department of Public Health at time of hire and a Grade IV Water Distribution Operator Certification within 12 months of hire may be required, depending on assignment; or
- Possession of valid Grade III Wastewater Treatment Operator Certification issued by the California Department of Public Health at time of hire and a Grade IV Wastewater Treatment Operator Certification within 12 months of hire may be required, depending on assignment; or
- Possession of valid Grade II Mechanical Technology Certification issued by the California Water Environment Association at time of hire and a Grade III Mechanical Technology Certification within 12 months of hire may be required, depending on assignment; or
- Possession of valid Grade II Instrumentation Technology Certification issued by the California Water Environment Association at time of hire and a Grade III Instrumentation Technology Certification within 12 months of hire may be required, depending on assignment.
- A driving record acceptable for insurability and possession of a valid Class C California Driver's License. Possession of a Class B California Driver's License may be required within 6 months of hiring, depending on assignment.

- Monitor pump stations, maintenance and repair operations and make operational changes.
- Identify and analyze operational and administrative problems and implement necessary procedural changes.
- Read, interpret and work from blueprints, maps, drawings, sketches, specifications and other technical documents.
- Research, interpret, explain and comply with laws, regulations and policies governing water and wastewater operations.
- Collect and analyze data to establish and identify needs, prepare budgets, narrative, cost, analytical, statistical and expenditure reports.
- Troubleshoot and direct corrective action to the operation of facilities involving a variety of equipment used for collection, treatment, and disposal processes.
- Review techniques on work records maintain accurate records.
- Organize and prioritize work assignments.

WORKING CONDITIONS:
Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The position also requires near, far and color vision when inspecting and working with electrical wiring and/or operating assigned equipment. The need to lift, carry and push tools, equipment and supplies weighing 100 pounds or more is also required. The incumbent in this position may work outdoors in all weather conditions including wet, hot and cold. The incumbent may use cleaning and lubricating chemicals which may expose the employee to fumes, dust and air contaminants and work in proximity to wastewater effluent and sewer influent. The nature of the work also requires the incumbent to climb ladders, use power and noise producing tools and equipment, drive motorized vehicles, work in heavy vehicle traffic conditions and often work with interruptions. Incumbent may be required to enter confined spaces which involve wearing self-contained breathing apparatus (SCBA).
