I have 48 years of hands-on water utility operation, maintenance, and management experience in a wide range of circumstances.  I possess two Texas Commission on Environmental Quality, Certificates of Competency: an "A" in Wastewater Treatment and a "B" in Surface Water Treatment.  I have repaired and installed pipelines to 60” in diameter.  I have operated and maintained water wells, surface water TP’s, all manner of pump stations,  RBC’s, all types of activated sludge plants, anaerobic digestors, and recycling systems utilizing RO, anoxic zones, ozone disinfection and carbon filters.  I have established and personally operated a lab compliant with TCEQ/EPA requirements for WWTP’s. I have concurrently managed the O&M of multiple facilities, widely ranging in capacities.

Mid-summer 2016 I was placed in charge of the transition of the O&M of the City Of Georgetown’s Water and Wastewater Treatment Facilities to an internally managed strategy after 25 years of contracted operations.  The project is to date considered to be highly successful by all members of management.

As the Superintendent at COA’s Walnut Creek WWTP 1992 to 2016, I was responsible for the overall daily operation and maintenance of a 75 MGD treatment facility, reuse system discharging to customers, septage receiving station, 300 acre site, and 38 staff members.  I was solely responsible for producing and administering an $8+ million budget. I was responsible for quality improvement at the facility. I was the site construction and facilities improvements coordinator/owner’s rep. I was charged with safety in general, and administered the related programs.
